Present day requirements for effective regulation of horse racing scream for changes that will greatly extend the current restrictions in place in some jurisdictions on the duration of suspensions issued by stewards and racing commissions. My own cursory examination of this matter has shown that there are both legislative and regulatory impediments in existence here. Those commissions which are faced with this dilemma will, hopefully, move forward on getting these changes in place. In today’s racing environment, if commissions can not issue lifetime suspensions they can not regulate effectively. They need a bigger hammer and they need to use it.
